In 1960, Moravian Mission was the first to talk about the possibility of a tunnel through Rohtang Pass to reach Lahaul. It was Prime Minister Jawaharlal Nehru who discussed the ropeway to Rohtang Pass with local tribes. After a few deliberations and meetings, they decided the budget of the tunnel in the year 2000 of INR 500 Crore with an estimated completion time of seven years. Because of certain tree-felling issues, the project went on hold and the budget observed the hike of 900 Crore. AFCONS Infrastructure Limited and STRABAG AG of Austria were awarded this project in 2009.

Prime Minister Narendra Modi, on 25th December 2019, renamed the tunnel as Atal Tunnel.

Prime Minister Narendra Modi inaugurated the most awaited Tunnel in Rohtang on 3rd October 2020. While inaugurating PM Modi enriched with his words. He specified it as the historic day because it was the dream of Atal Bihari Bajpai and a decade-long wait of people of Himachal Pradesh. He mentioned the tunnel will act as the lifeline for the two new Union Territories, namely Leh and Ladakh.

The tunnel is 8800 meter, or 5.5 miles long. The tunnel is so strategically built that it will reduce the distance between Manali and Leh by 46 KM and the travel time by four to five hours. It is said to be the longest highway tunnel in the world. They built the tunnel with ultra-modern specifications in the Pir Panjal Range of the Himalayas at an altitude of 3000 MTRs (10000 feet) from the main sea level.
